GuangDong Institute for Drug Control (GDIDC)
The GuangDong Institute for Drug Control (GDIDC), has province-wide responsibility for inspection, supervision and registration of pharmaceuticals. With facilities in three cities GDIDC is one of the largest government pharmaceutical laboratories in China. STARLIMS was first deployed in January 2007, and has been continuously enhanced since then. Presenting GDIDC’s implementation of STARLIMS, Lin Weiqiang attested, “STARLIMS has provided a good foundation to achieve GDIDC’s goals and objectives. STARIMS is the best choice for GDIDC.”
When GDIDC decided to replace its home-grown system, it spent the better part of a year evaluating ten vendors from the US, China and Europe. STARLIMS was selected in December 2005, and the system went live at headquarters exactly 12 months later. Eventually, STARLIMS will be used in over 20 branches throughout the province.
STARLIMS is used to manage 15 workflows for various types of test services and resources. GDIDC has well over 100 types of instruments, and “STARLIMS has provided a platform which can be integrated with other applications easily,” according to Mr. Weiqiang. In addition, the web-based MyLIMS interface enables customers to pre-login samples and to query results—saving important analyst resources while enhancing communications with customers.
Mr. Weiqiang notes that “the STARLIMS Professional Services Team met our special requirements,” and that the STARLIMS Designer module has been important in meeting the specific requirements of GDIDC which were not available out of the box.
As far as return on investment, by implementing STARLIMS, GDIDC has improved the traceability, integrity, validity and accuracy of tests, while also shortening turnaround time 21%. In addition, the laboratories have become as paperless as possible, from sample login to release, reducing paper use by an estimated 450,000 pages per year. Other government agencies have been watchful of the experience at GDIDC, and have chosen STARLIMS as a result of this successful project.
